H4 approved, Primary H1 applicant still under admin processing

My H1 visa has been under admin processing for last 50 days. My wife's H4 got issued and passport received two days back. My status still shows admin processing And passport is still with Delhi consulate. My passport status is not available at either ceac website or cgi federal, though when I send an email to support at ustraveldocs, I am updated that passport is still with the consulate.

Is it normal to have H4 approved before H1? Has anyone faced similar situation or can share thoughts?

2. Also which model do you work and size of employer
