H1 B Transfer after Revocation

I was working with company A from whom i got approved H1 B petition and done stamping in September 2016. Both H1 B petition and H1 B Visa was valid till 31 December 2017.

In the mean time i switched to company B in February 2017 and in march 2017 company A revoked my  petition as the employer-employee relation got ended.

Note: I never traveled to US.

My question is :

1) Can company B file a petition for H1 B under cap exempt ?

2) If join my old company (A) , will they have to file a petition again or some amendment will work (as the original petition was from them only)?
