L1 Individual RFE denied

Hi, 

My Employer applied for L1B on OCT 2016, it is not clearly approved by consular. Following L1B rejection, applied L1 individual premium, this time again pushed to RFE, unfortunately responded RFE is denied a week ago. Question here is,

1. Can we reapply again L1 Individual?

2. If so what is the cooling period to reapply ? for L1B or L1 individaul.

The employer needs to address the issues that resulted in the denial. Simply applying again will only result in denial again.

Does the employer have a lawyer handling this? If not, the employer should onsult with a good immigration lawyer.
