New City different USCIS district but same state

Hello,

I'll be moving from one city to another in after 1 month. New Address in a different USCIS District/Field compared to my current address but same state though. So, does the 90 Day wait period apply to me ? 

Also, is it a good idea to file N400 with my current address, get my biometrics done and then change my address with USCIS and file AR11 ? Getting mail is not an issue since my friend would still be living at my current address when I move to new place.
