OPT application with old i-20

Hello,

I recently received my sevis reinstatement on Jan 19th 2017. I am currently on 60 day grace period to apply for OPT and the last day is Feb 9th.

After I got the reinstatement, my DSO raised a sevis data correction expedited request and I have not received the i-20 yet. So, can I apply for OPT with my old i-20's and a letter of explanation stating the reasons why I am applying with old .

Please reply back soon if anyone dealed with such an issue and if anyone knows someone who did this.
