OPT denied, filed MTR and it denied after 10months of long wait. What are my options??

Filed OPT in last sem, Dec 1st,2015.(VSC)
Start date : feb 15,2016
Decision : case was denied (march 8,2016)

Reason: intention towards college transfer before entering Usa. Considered as SEVIS violation. But, this is a misinterpretation because I've made a successful SEVIS transfer in and out. Second college acceptance received after a month of visa approval.

MTR filed: April 7th, 2016.
MTR denied: Jan 20,2017.

Funny part is, Official denial notice is not received yet (12 days passed)and no update online and only lawyer received a mail from CIS ombudsman stating "case was denied on Jan 20,2017".

I received a case inquiry reply on 01/23/2017 saying " MTR is accepted and I-765 application is reopened". I don't know what's going on with USCIS. I want to explore my options?? Can I join for second masters degree in my college for different program?
My SEVIS status says "completed". can I apply for SEVIS reinstatement??
