Change of Employer during J1 Waiver

Hi

    I am currently a Postdoc at Stanford University. I had applied J1 waiver (First 2 steps; already got NOC letters from India) in San Francisco Consulate. However, i will be moving to New York on J1 visa . Can you suggest if i can apply for 3rd step of J1 waiver from New York and if yes, where should i apply- San Francisco or New York Consulate?
