OPT STEM Incorrect Fee

My OPT STEM application got rejected due to incorrect fee and I am planning to file it again. All  the documents I sent including I-20, I-765 and G-1145 has been time stamped and signed by some person in the bottom . My first question is should I replace all the documents with new ones? Second question is I-765 has been updated on Jan 17 so should I send a new one and also what should I answer for question number 11 where they ask did you apply to USCIS before and what was the decision ? Should I say rejected and tell this reason or can I say granted as my 1 year OPT has already been granted. Thank you.

I submitted the old ones with just new I-765 and the green letter.
