Need Urgent Suggestion regarding visa stamping

I worked in USA with one of the company till 2011. For some reasons i had to leave united states in 2011. My H1B expired in 2013. My I-140 is already approved with this company. Now i came back to united states in 2016 on a visit visa. The same company applied for my H1B extension and it got approved for 3 years based on my approved I-140. 

 

The attorney filed the H1B as a new employment. And they are asking me go to India for the visa stamping. I found out that other consulates they take only renewal applications.

 

My question is that my case is a renewal/extension or a new H1B. Can i go to  consulates other than India for stamping as i do not have recent pay stubs. Please suggest as i am really confused.

Always better to go to home country in these types of cases. In case you get a 221 G for admin processing at least you don't have to spend money on accommodation and food. Canada might be an option but contact your attorney and decide that.

Go to home country is always best option so go to india instead of trying different countries.
